Unless the residents of Glen Hills band together, the proposal to rezone that city will be approved. If it is, the city will be able to build the water and sewer systems that developers need in order to construct apartment houses there. These buildings would attract new residents, and the increased population would probably result in overcrowded schools and would certainly result in roads so congested that new roads would be built. Neither new roads nor additional schools could be built without substantial tax increases for the residents of Glen Hills. Ultimately this growth might even destroy the rural atmosphere that makes Glen Hills so attractive.
Which of the following can be properly concluded from the passage?
a. If the citizens of Glen Hills band together, developers will not buid apartment houses.

I think it is E, it comes directly from the passage

IMO : B, (time taken - 3:20 )

At first look, all the options seem equal contenders. Upon observation further, I came to conclusion that most of them are inverted which cannot be concluded for sure.
For example - If X happens Y will happen, but you cannot say for sure that if X does not happen, whether Y will happen or not happen.
So, taking above reasoning into account, I eliminated A,C,D and E options.
B comes directly from the argument.

A-->Stimulus says if the proposal is approved then city will be able to build water and sewer systems and not buidings. So incorrect.
B---> Stimulus says if buiding are built, it would certainly result in road congestion and for new roads to be built there will be tax increases. This options suggests that. So correct.
C--> last line in the extract says, rural atmosphere might get destroyed. so there is no certainity and it will get destroyed. So even if the rezone proposal passes there is a chance that it might not get destroyed. The will in the answer choice suggests that this can be achieved only if the rezoning proposal doesnt pass, which is not totally true. So incorrect
D-->Nothing to prove in the extract about this. So incorrect
E--> Here again, if buildings are built it says probably result in overcrowded schools. So it might not have overcrowded schools even if buildings come up. But the use of will in the answer choice suggests that this can only be achieved by developers not building apartments.

Hence IMO B. OA please.[/b]
