I took the following approach but got the answer wrong: first I divided the numbers into ten equal groups of 100 digits each 0-99 100-199 and so on within each of those groups, the number 7 will appear exactly 20x times: 10x in the first position (7, 17, 27, ...) and 10x in the second position (70, ...
