I may be wrong, but I think for an event that is referring to past we shouldn't use -ing form. Option A has "arising simultaneously with" but this is something that has happened in the past, so arose is a better choice.

C seems to be the best bet here. On the other hand A was also close, but A mentions private insurers but according to the argument hospitals lose money because government reimburses poorly.
