Whenever you find a sentence that has a condition set by any person or a command given by somebody, then you need to use that + be in the sentence.
In this question only choice a uses both that and be which are essential.

The main question is here that isn't the answer A makes a run on sentence?. However is a conjuctive adverb that introduce an independent clause. hi, i don't think you need to care much about the use of acticle in the case of parallelism. What you need to stress on is, that what is parallel. If we are putting nouns to be parallel, as in this case; we just need to identify that if all the parallel things are nouns. If they are verbs/ adjective...
