Even I am stuck with A and E.
A - One sounds awkward. However parallelism is maintained.

E - academies improving their recruiting is a verb phrase and the others are noun phrases.

I think A should be the right answer.

even i fail to understand what is the subtle ( may be crystal clear) difference between "will" and "should" Would someone please explain with a suitable examples. Parallelism makes sense b/w X and Y for the idiom X while Y. but i see that D is passive... does this mean that Parallelism takes precede...
