C actually strengthens the fact that if this project is put into place, civilian business would flourish..

I think OA is correct..i had an oversight for this question. If you notice carefully, the author is not Quine. Wat Quine believes is option D. But if we look at the last sentence of the entire paragraph, you would notice wat the author believes...i second that OA should be C and not D.

i would go with C IMO, there are 2 'that' to look out for..the one that joins the announcement and the other one about the policy makers.. I assume that the OA is 'B'. As pointed out in the explanation, look at the word which is connected to is/are...it says that the reason.....is....and not reasons are.. for example, "the reason for his failure is his lack of commitment"..correct "the reasons for his failure are his lac...
