Everything else is negating the advocate's claim that this project would harm the civilian business.
C actually strengthens the fact that if this project is put into place, civilian business would flourish..

Reason: The main concern is that public transport commuters would quit and drive in their cars WHICH would result in the city loosing money and pollution level increasing. It's an assumption that every1 who uses public transport has a car.

I think OA is correct..i had an oversight for this question. If you notice carefully, the author is not Quine. Wat Quine believes is option D. But if we look at the last sentence of the entire paragraph, you would notice wat the author believes...i second that OA should be C and not D.

i would go with C IMO, there are 2 'that' to look out for..the one that joins the announcement and the other one about the policy makers..
