E is wrong because the sentence is not conjoining gerunds which requires "the" to clarify the clause. The sentence is joining verbs therefore establsihing is correct and "the establsihing" breaks parallelism.

I think the Answer is D

A and B has an subject verb issue. makes v. make. The subject is plural therefore make is preferred. Eliminate A and B.

Both C and E have an ambiguous pronoun issue. Specifically who is "they" referring to? The people or the food? Therefore eliminate.

Definitely go with E myself. I think the first split comes between worry vs. worrying or worried. There are no indication in the sentence that the concern is in the past tense therefore eliminate C. The sentence indicates that concern is present therefore the simple present form of "worry"...
