I might be little biased towards the answer :-) as is indicated in q.

The q asks what is the y-intercept or ordinate ?

From 1: Slope is 3 times y-intercept.
m=3C here y=mx+c (where m is slope and c is constant)

Nothing can be achieved as no values of m and c or any coordinate pionts are known.Insufficient

From 2: x-intercept/abscissa of line is -1/3.
Putting it in equation : y=mx+c we have mx+c=0
can't get anything out of it.Insufficient

Combining both: also we can't achieve anything as the value of ordinate.Insufficient.

Any better explanation would be appreciated.
