The first point says; "The first tollbooth & the last tollbooth are 25 miles apart."

- The question only says several toll booth, no specification, 2 could be several, so point# 1 alone is not sufficient.

The second point says; "Jane drives through 4 tolllbooths on her way home from work."

- This doesn't specify how far the toll booths are apart. Could be 100 miles apart, who knows???

So, combining 1 & 2 you can definitely say, there is a pair of these tollboooths that are less than 10 miles apart. Thus both together are sufficient but none of them a sufficient alone. I guess the choice is C
