OA is B

The following is the paradox question.I got this question correct but only with the help of POE. I am still not able to reason out answer choice B. Please give me a reason for the correct answer.

Think about which employees are most likely to get injured on the job. Those who are least experienced, right? So whenever a company decides to increase the size of its workforce, it's basically conceding an increase in job-related accidents, as those new employees will be less comfortable with the equipment than veteran employees. Thus, while the safety training may prove beneficial, it may not be enough to offset the inevitable spate of injuries that fresh hires will produce.
