OG 12 says

Although the infinitive TO PROTECT would work if it were not preceded by comma, it cannot act
as a non restricitve adjectivial phrase modifying items


Query 1
So, does it mean that
..... "comma + ing " setup is equivalent to ...." no comma + to " setup ?

Query 2

it's known that "comma + ing "is adverbial modifier
and that TO infinitive denotes PURPOSE

so how can TO PROTECT here denote PURPOSE had it not been for a comma, as OG 12 portrays ! ?
