Not all employment selection mechanisms that have a "disparate effect," that is, that screens out a percentage of minorities or women disproportionate to their presence in the relevant labor market, are unlawful.

(A) that is, that screens out a percentage of minorities or women disproportionate to
(B) which means, that screens out a percentage of minorities or women disproportionate with
(C) which means, that screen out a percentage of minorities or women disproportionate with
(D) that is, that screen out a percentage of minorities or women disproportionate to
(E) that is, that screens out a percentage of minorities or women disproportionate with

Please explain.

I am just guessing the idiom here

I think the idiom is "disporoportionate to" so i eliminated B,C and E

between A and D

need to use singular "screens" and not "screen".

so IMO A

In A, B and E, screens (singular) does not agree with mechanisms (plural). It is not the disparate effect but the SELECTION MECHANISMS that SCREEN OUT a percentage of minorities. Eliminate A, B and E.

In C, which seems to refer to disparate effect, but it makes no sense to say that a disparate effect means "that screen out". As noted above, it is not the disparate effect but the SELECTION MECHANISMS that SCREEN OUT a percentage of minorities. Eliminate C.

The correct answer is D.
