The computer software being designed for a project studying Native American access to higher education will not only meet the needs of that study, but also has the versatility and power of facilitating similar research endeavors.
(A) but also has the versatility and power of facilitating
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate

Why is C wrong?

It would be nice if you post source, underline the part and use spoiler. :)

This questions is really tricky!!!!!i see two things.

Idiom: not only... but also
--> rule out C, D, E

SV-Agreement:
This is a "will-future" construction but the second will is ellided.
A) will not only meet but also [will] has (should be have)
--> rule out A, D

The correct answer is B.

IMO B

not only X but also Y is parallel

Also will meet the needs will be parallel to will have the versatility...so have is correct as this is in the future

Answer is B. However I was sidetracked thinking that the verb has to match the computer and thus has.. Why is it have? because of "versatility and power to facilitate " ?

In SC, we generally make underlined components parallel to non-underlined part/s.

In this case, the construction is not only meet(plural) but also has/have
since have is plural, not only meet but also have is correct
