To the first paragraph Question,
Option C does not follow "tells individual genes both when to become active or when to remain active". "Both" is talking about the things and it does not follow two distinct "phase in the question". Option C is incorrect because the singular 'tells' cannot be used in the sentence as it is referring to two phases active and 'quiescent'

Option E is in correct "both" cannot follow about.

Option B is wavy because 'tell individual genes both at which time' is a bad sentence usage.

Option D is incorrect because it is quite similar to option C. The singular verb 'tells' cannot explain two elements 'active' and 'quiescent'.

Option A is the most likely the correct option because it fully encompasses he full analysis of what a good sentence portray. "tell individual genes at which time they should become active or should remain".
