SC: tense usage

I have a small question, which of the following is correct?

My manager has received thorough training.
My manager has thorough training.

I know most of you must have understood which question I am talking about. But I want to have general idea about the concept.
The answer to question may not be the perfect answer, its only the best answer.

The only difference I see is the usage of verbs

has received: Present Perfect verb, some thing started in the past and continuing into present.
Ex: She has had the fever from last week

has: the verb of to+ have; He has a gamut of skills to present to the interviewer. Has represents possess, an innate talent or knowledge.

Just my thoughts!!

I want to know which one is better in context of training?
IMO has received is better, what you say?
