The part before the comma is acting as a modifier. If you read carefully now only 1 statement makes sense.

But isnt the modifier supposed to modify the habitat i.e New jersey and not the deer population?
The GMAT can be destroyed.

D. The natural predators can be of deer population and not of New Jersey.

Correct answer is C.
