A) is out
C) is out
Underlined portion is the defintion for Marshall plan. A modifier problem in here.
E) is out

D) is out as had been

The Marshall Plan -- subject, singular
A and C wrong
D --> had been representative of --> wrong
I feel that 'the United States'.......as well' defines the plan. Definition starts with comma and should end with comma.
--> Verb tense issue

E --> seems awkward. 'a subtle strategy too' at last of the definition seems to be wrong

Please correct my understanding.

as shown in the highlighted text it is singular So we should have a singular verb.

Eliminate all choices which have and .

So A,C are out

E too many ands awkward sentence construction.
D is a fragment and needs a connector so

IMO the answer is B
