Certainly B

You cannot count as 13 times for depression or Mania. Rates can be twice, thrice than a given value
First take: 640 (50M, 27V) - RC needs 300% improvement

This is a Comparision...So prevalent when and prevalent as are ruled out.So A and D,C are gone....Left with B or E.....

The manic depression and major depression are 10 to 13 times prevalent than in population not the rates...So Answer is E not B.

Ask the question like---What are 10 to 13 times prevalent ??? Its not the rates rather the --
The manic depression and major depression--- that are 10 to 13 times prevalent .....

So the answer is E not B.....

Am little confused here. Why do u think "as prevalent as" is ruled out in comparisons?
"John is as intellegent as Smith"
"John is more intelligent than Smith"

I think both are correct with their intended meanings.

A is taken out because of 'rates'

Let us re-write E in a way you mentioned above...

Among artists manic depression is ten to thirteen times as prevalent as it is among majority of people. [ this shall be correct]
First take: 640 (50M, 27V) - RC needs 300% improvement
