When using the subjunctive, if the 1st verb is in the past, the 2nd must use the "would" construction. If the 1st verb is in the present, the 2nd must use the "will" construction.

For this sentence to be right, we must write "She believed that the national prohibition of alcohol would empty..."

Note also that the answers are missing "the" in front of national prohibition. This is a problem.

Should it be "The reason why...." in order to be correct?

"The reason why" and "the reason because" are incorrect (redundant) constructs. A uses "the reason because"; that's one reason to eliminate it.

A also lacks a full stop (aka a period ".") at the end (though I suspect that was present in the original)

Please check the original given sentence, "the" is not there even in the original sentence.
When we are not using "the" before National Prohibition even in the original sentence,so that means we know about which Nation it is been talked about.

Eg: This is our National Problem

we never say: this is the national problem!

So we didn't use "the" but still the former is correct.
