Hmm in this sentence there can not be a COMMA before AND ?

and whenever we havea comma it needs to be an independent clause???

Either an independent clause or the end of a list. In this case it is the end of the list.

And B is an example of superficial //

by mandating xyg , by requiring xyg , by xydf...


think in this way...


law of 1990 regulating trafiiic rules, mandated more personals, required more security and granted more powers...

law aim is regulating traffic by what means?
