The health commissioner said that the government had implemented strict measures to eradicate the contaminated food and, despite the recent illnesses, it will try to prevent the outbreak from recurring in the future.

Crux portion of the sentence

The health commissioner said .....to prevent the outbreak from recurring in the future.


Since, Commisioner refers to future actions, all the past tenses " tried" can be eliminated ( B C D)


We need "that" for parallellsim
