Can someone please explain, why A is not the correct answer.

The answer is C. The correct idiom with the word 'need' being a noun is need for. That means that all choices can be eliminated except for B and C. In B, 'become', the simple verb in plural form , does not agree with the singular simple subj, which is 'need'. So the answer has to be C, which has the correct idiom and subj/verb agreement.

C is the correct answer.
