I think their are couple of things wrong with answer E, 1) "Had been" basically means that the selling of wines is over in past and is no more selling at present 2) "they have", have cannot be used to repeat an action, in order to repeat an action like "they do sell"....we have to use "DO", and we donot have to repeat the word "Sell" as it is explicitly understood.

C is the best answer.
E is gramatically incorrect. It does not have correct tense.
