Present perfect and past tense dilemma.

Hi there

I came across this sentence on NYT. Why is the tense in present perfect not past tense? Pakistan has expelled the Islamabad bureau chief for The New York Times on the eve of national elections, according to the influential US daily. Why do news agencies use lot of present perfect tenses.

Present perfect is an unspecified time before now, or when the activity effects the present moment.

This event (expelling a bureau chief) did not happen at an unspecified time, but it effects the present.
