a)incorrect usage "human beings in burning fossil fuels"
b) states that global warming is caused fossil fuels
C) correct
d) which seems to be modifying the entire previous phase "The World Wildlife Fund has declared that global warming". this is incorrect. Only global warming should be modified

Can you explain to me why B is incorrect? I narrowed it down to 3 using the 3/2 split, but I chose B. I see now that it's weird, but I don't understand the grammar rule behind it.

thank you

Phenomenon should be used here to indicate previous sentence...

caused by " human .. burning of fossil.." whole clause..

not just by human beings...

Hence (C)..

(C) a phenomenon that most scientists agree is caused by human beings' burning of fossil fuels,

agree is caused by
-- Doesn't this look awkward ?

"agree is caused by"..it looks awkward. There should be a preposition following "agree"...isnt it..?

Here the 'most scientists agree' modifies 'that' hence 'is' is correct.
IMO C

in B Position of " That" changes the meaning of the stimulus. in C it is clear.

I took B as well
but C seems logical as well
but when we read just option it sound awkward
a phenomenon that most scientists agree is caused by human beings' burning of fossil fuels,

is the "phenomenon that most scientists " agreeing (process of agreement) caused by buring or it is global warming phenomenon that most scientists agree?

While C is a slightly unconventional, I don't see anything worng with it. I will try to rephrase the appositive into a separate sentence and show that it makes sense.

'Most scientists agree that the phenomen is caused by X'
