Kaplan - Advertising

Advertising that one of its many attractions has been the recent growth in per capita income among its citizens, Town A pursued its campaign to draw new businesses to the area.

b. its many attractions had been the recent
c. its many attractions was the recent
d. their many attractions has been the recent
e. their many attractions had been the recent

This sentence has two issues, one is the pronoun error and the second is tense error.

We can eliminate D and E due to pronoun error since Town A is singular (being referred to the pronoun its)

Now looking at choices A, B and C

The increase in per capita income has already happened in the past and it is being used by the Town to draw businesses. Hence the past perfect is more appropriate.

Hence pick B

Is it a god question ?

has been could also fit if one considers that per capita income continues to increase ? or I am making assumptions beyond the appropriate limits ?

This is just a copy of one of the OG questions.

'had been' is correct here you need to show that recent growth is because of some of measures. Those measures are 'advertising'. Also those measures persuaded town to draw new businesses to the area. If you use 'has' then 'advertising' started in past and still going on, which is wrong.

Therefore, B is correct here.
