I thought consider X Y and consider X to be Y both have same meaning.If that is the case how to eliminate C and D.
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

How is 'considered to be' correct?

Anyways I got my answer. I don't need "to be" as there is no confusion. So I use consider x y.
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.
