The ans is definitely "C" here .

I have doubts about OA as "B" here !!

The sub. is singular here. If it is not, then how in the later portion of this sentence, the modifier is singular ?? (i.e.. "IT").

btw, what is the source of this q ?

Even if you dint know the 3rd rule the it in "as it did earlier in the decade " should lead u to answer C.

Thanks for the tips. My confusion is in the subject itself. Shouldn't the subject be "Interest rates," not "one of the factors"?

B is the correct answer

Consider the following construction

one of the glasses is dirty.

One of the glasses that/,which are placed on table, is dirty.

whenever the we introduce a restrictive or non restrictive clause in "one of the plural-noun" we need a plural verb for such construction
