A decade after initiating the nation's most comprehensive and aggressive antismoking program, per capita consumption of cigarettes in California declined from over 125 packs annually per person to about 60, a drop more than twice as great as in the nation as a whole.

I would choose D

With the introductory modifier, you need the subject to come immediately after the comma. You are now between D and E. Choice E is wordy and awkward. Choose D

==>The starting phrase "A decade...program" requires a nown just after the comma, moreover "per capita consumption" and "per person" are repetition.
B) annual per capita consumption of cigarettes in California declined from over 125 packs to about 60, more than twice as great as that
==>The starting phrase "A decade...program" requires a nown just after the comma. "more than twice.." should be "a drop more than...."
C) California's annual per capita consumption of cigarettes declined from over 125 packs per person to about 60, more than twice as great as the drop

==>Correct

==> "per capita consumption" and "per person" are repetition. "more than twice.." is reffering to 60 which is wrong.

In option D,decline ..... and drop are used? isn't it a redundant here

Hi all,

You have to have "a drop, in order for that clause to have a subject. You need the subject in order to make the comparison logical. If you read MGMAT SC guide, they will discuss how some things that we may consider repetitive are allowed on the GMAT, so don't automatically rule out an answer because it appears to be repetitive.

I think "a drop" in ans choice D is a Appostive noun. Then, that Noun is compared withe Nation's result.
Experts is my understanig correct?
Correct me if I am wrong.
