1. Between is used for two items and confederacy is cluster of tribes ( surely >2)

2. "each other" used prefebary in a group of two...
also "among" used for more than two...
Combination of both "among each other" surely is incorrect

3. "Interacting" means interaction is still ongoing which isnt the case "
was a cluster", "recognized" all past tenses
