My question is whose can refer to Sarajevo or whose can also refer to Bosnia-Herzegovina ,thewn how cum ans is B

here 'whose' is refering to Sarajevo the capital of Bosnia-Herzegovina

The only answer which makes sense is B.However I was a bit confused with "whose"..Can "whose' refer to a state??
