SC parallelism

Is that always the case in parallelism - I thought in this question the parallelism is limiting, peaking and factoring

why does it has to be "and factored in" not "and factoring"? Can you please state if there is any grammar rule for such a parallelism please?

The verb form of "contain" and "factor" should be parallel because both of these verbs are associating with the same subject--the accord.
