In 2000, a mere two dozen products accounted for half the increase in spending on prescription drugs, a phenomenon that is explained not just because of more expensive drugs but by the fact that doctors are writing many more prescriptions for higher-cost drugs.

Can anyone please explain how B is right? isn't A PHENOMENON explaining prescription drugs i mean prescription drug cannot be a phenomenon. secondly, how is 'not just by' parallel with 'but also by'

"prescription drugs" is NOT the phenomenon. The whole phrase - a mere two dozen products accounted for half the increase in spending on prescription drugs - is the phenomenon, and thus an apt modifier.

I do not understand why "not just by", to you, does not appear parallel to "but also by". "Not only by" and "but also by" would have been fine as well.

Option A - not parallel. "Not just because of" and "but also by" are not parallel.
Option B - correct
Option C - drugs are becoming and doctors having written are not parallel.
Option D - which does not have a clear antecedent.
Option E - which does not have a clear antecedent. Structure not parallel.
