compared to/compared with

Hi there

when do we use compare to and compare with? can they be used interchangeably? In the below sentence is it ok write 'compared to' instead of 'compared with'.

"Today more than one in three people aged 16-30 (2.4 million) are low-paid, compared with one in five in the 1970s (1.7 million at that time)."

Anyways in short here it is:

Compare to: Compares unlike things and is used to stress resemblance

Compare with: Compares like things and is used either to show similarity or difference
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
