IMO, "have led..." implies that these concerns exist in the present, and that the construction is either in progress or has just been completed. On the contrary, the construction was completed long ago, so "have led" wouldn't be applicable. All we need is "...led" (or love).
I'm really old, but I'll never be too old to become more educated.

When you see a time clue, like an actual year, you must check tenses. The present perfect is used in the selected answer choice for actions which occurred in the finished past and have no relevance to today. Therefore: Wrong tense!
Regardless, the sentence constructions are not very good in this question.
I assume A is the answer (the other ones are just wrong grammatically or too awkward!) and here the placement of the time frame is awkward and should come before 'concerns' or after 'systems'.
