i would go with C

between A and C, C seems better as one should avoid starting the sentence with a sub-ordinate clause.



(B) That the objectives of economic policy are formal and theoretical and that it can be designed solely by economists, without any need for political involvement in the process, is implied by a view held by a number of economists, that is, that economic policy is a purely academic issue.



(D) Without any need for political involvement in the process, a view held by a number of economists that economic policy is a purely academic issue implies that its objectives are formal and theoretical and can be designed solely by economists.
damages the meaning

Works for me. We have several modifiers, but none of them (except for the last one) require commas.

Red color - Sentence with Main subject & main verb
Blue color - Dependent clause & Essential modifier with "that".....So commas are not required
Uncolored - is the modifier which require comma separation
