(B)the government backing them judiciously should ensure Italian firms of being about to continue
(C)judicious government backing should ensure that Italian firms will continue
(D)the government's judicious backing should ensure Italian firms that they will continue(E)the government to back them judiciouslyshould ensure Italian firms of continuing

OA is c
but i am confused with judicious government backing.. is the government judicious or backing judicious
hence i picked d

In this case, "judicious" and "government" are both modifying "backing." Government is an example of a noun adjunct (https://en.wikipedia.org/wiki/Noun_adjunct), which is a noun used to modify another noun.
