This is a great question for practising your parallelism skills as the question seems to test this concept solely. Basically, ensure that like items are compared - in this case, United Kingdom needs to be parallel with United States.

Every answer choice has modifier error. Only E doesn't have any error. I go with E.

A. Chief executive modifies United Kingdom
B. Chief executive modifies United Kingdom party (there is no clear mention of United Kingdom itself only party is mentioned).
C. where the party doesn't refer to United Kingdom (only that of the united kingdom is discussed not the UK itself)
D. the chief executive is compared with United Kingdom

E --> also the parallel structure is absolutely fine.
