Kaplan 800 SC # 47 (Pg. 174)

The explanation says that if a part of a sentence creates a complete clause on it's own, with it's own verb and subject, then it can stand apart from the rest of the sentence without creating a parallel comparison.

Can someone elaborate ?

Thanks,
