Each Vs Every??? Each is singular or plural??

Incorrect: He recommended that each driver reports his tips.
Correct: He recommended that each driver report his tips.

I found this example from Sahils notes .

1st Why each here takes a plural verb form report rather than reports??
2nd Would it be wrong here to replace each with every?

When is each used and when is every used??

Can someone please answer my query? thanks guys

mate, this is subjuntive mood.. 'recommended that' makes the following sentence to be in indicative mood.. hence it takes plural verb. it doesn't matter whether the subject is either plural or singular.. it takes plural verb:)

each refers to 2 and every more than 2

As noted, the verb "recommend" requires the subjunctive mood. The follow-up verb will be in infinitive form with the "to" chopped off. The infinitive of report is "to report", so we use "report" in this sentence. Note: we're not using the plural form, we're using the infinitive.

There's no strict rule for each/every, it depends on what you want the sentence to mean.
