(B) where they have 49 percent of the household incomes - they has no antecedent
(C) where 49 percent of the household incomes are
(D) which has 49 percent of the household incomes
(E) in which 49 percent of them have household incomes - same as A
49 percent of the household incomes represents certain amount of household income. Intention of the statement is to represent 49% of the group having certain household income.

In my opinion, none of the option represents a correct choice. Please correct if my understanding is improper.

What is the source of this question?

I have a doubt.
where cannot modify a metamorphical places such as community.So how C is correct?

Am I missing something?Also where is not modifying Nex Mexico becuase where always modifies the noun prceeding it.

Experts please help.
