Was confused between A and C but then saw an awkward construction in A....."surprised many insiders IN"
B repeats the same error as A
D,E change the meaning

Googled and found that "Surprised By" is correct IDIOM.

however, i have certain doubts in the same problem.

Not clear!

How to be sure of which verb an adverbial prepositional phrase(IN 2007, here) refers?
i thought it was "moving".

however, I think that "Comma + ing" can also imply "by means of" as in the below example:
The engineer identified the problem, using the latest technology.
how to differentiate between these two forms.

Further, as quoted by you here https://www.beatthegmat.com/kaplan-sc-t87615.html, it can modify a preceding noun also.

Please clear my doubt.
