Sentence Correction - Subject Verb agreement

Storm water has collected dirt, oil, grease and a lot of other pollutants along the way, travels through extensive storm sewer system and mixes with wastewater in the combined sewers or infiltrates into sanitary sewers.

A. Storm water has collected dirt, oil, grease and a lot of other pollutants along the way, travels
B. Storm water has collected, dirt, oil, grease and a lot of other pollutants along the way, travel
C. Storm water, having collected dirt, oil, grease and a lot of other pollutants along the way, and travel
D. Storm water, collecting dirt, oil, grease, and a lot of other pollutants along the way, and travels
E. Storm water, having collected dirt, oil, grease and a lot of other pollutants along the way, travels

OA is E.

My question is 'water' is singular so should it not have been 'has' instead of 'have'.

"Having" is the participle form of "to have," and functions as adjective.

Correct: Having run out of oxygen, Dave began to panic. ("Having" functions as an adjective that modifies "Dave."

Correct: Dave has run out of oxygen. "Has" functions as a singular helping verb whose subject is "Dave."

What is the source?
In OA, lack of comma before and is problematic. (More so when one (D) has it).
