In December of 1987 an automobile manufacturer pleaded no contest to criminal
charges of odometer tampering and agreed to pay more than $16 million in civil
damages for cars that were test-driven with their odometers disconnected
(A) cars that were test-driven with their odometers disconnected
(B) cars that it had test-driven with their disconnected odometers

query 1 : whats the difference B/w disconnected odometers nd odometers disconnected
query 2 : is all the actions happened in the past why present participle used om OA

disconnected odometers emphasizes the nature of the odometers themselves: they were disconnected, perhaps because of a loose wire.
odometers disconnected implies that someone -- namely the manufacturer -- PURPOSEFULLY disconnected the odometers.

Hi vipulgoyal,

This SC has an interesting logical "shortcut" to it; the shortcut is based on the "intent" of the sentence.

The first part of the sentence implies that the automobile manufacturer was sued for some activity that it DID (in this case, odometer tampering). The only answer that properly describes what the manufacturer DID is the correct answer: D
