I think the it needs ";" as the two sentences are independent clauses, and I don't remember where but I read "instead" is not a conjunction. Under this condition without ";" this will result in run on sentence.

I will appreciate if some one can throw some more light if I am wrong.

Here semicolon is used to separate two independent clauses. The use of instead here is that of an adverb. Mostly Instead is used along with of "Instead of" where it works as a preposition..

So, instead (without of) is an adverb and it usually begins or ends a clause

Ex:
1. Preposition:
I'll have tea instead of coffee, please.

2. Adverb
She didn't go to Greece after all; Instead , she went to America.

Anyways, E is the right answer.. HTH
