On account of a law passed in 1993, making it a crime punishable by imprisonment that a United States citizen hold gold in the form of bullion or coins, immigrants found that on arrival in the United States they had to surrender all of the gold they had brought with them.

Are you sure OA is "B".
I think it should be "D"
a crime X for ... is the correct idiom
That rules a,b,c out.
Also I am not sure if use of With correct in B
E --> Due to a low being is awkward

I am not sure if this is correct....
But I go by meaning of "with"
"which means accompanied by" or" possess some thing."

At least in the sentence I think dependent clause is showing the reason why immigrants had to surrender gold.

So in this case I thought "because" is the correct usage and not with

this a question from gmat set 9, it could be possible that answer is incorrect

i believe d is correct as well. even disregarding the usage of 'with', the present tense 'makes' in "the law passed in 1933 that makes" can't be right because it's not known if the law is still valid.
