This sentence contains a subject-verb agreement error. The subject, membership rules and regulations, is plural, so the singular verb has should be the plural have.

Choice E is correct. This choice replaces has with have and correctly uses the verb root administer after the directive verb required plus that.

Choice B incorrectly retains the singular has, and it does not use the root form of administer in the that clause following the directive verb required.

Choice C contains a verb tense error. Since the sentence opens with since 1949, the verb require should be in the present perfect tense, have required. This choice also has a pronoun-antecedent agreement error. The collective noun society is singular and should correspond with the singular pronoun its, not their.

Choice D incorrectly adds should to the that clause following the directive verb required.
