imo B

A - should use singular 'regards' not plural 'regard' - uncertainity is singular. - incorrect
B - does away with regard completely. uses prasent perfect tense 'has' - singular - correct
C - uses present perfect tense 'have' - subject (rise) is singular - incorrect
D - uses present perfect tense 'have' - subject (rise) is singular - incorrect
E - uses present perfect tense 'have' - subject (rise) is singular - incorrect

I don't think so.

"an unanticipated rise" should be singular.

Here rise is used as a noun and is hence singular.

But when rise is used as a verb in reference to 3rd person, it is plural
rises when used as a verb in reference to 3rd person is singular.
