why is the correct answer b. what is the subject .. a higher intrest rate or factors.

Must be missing something here.

I would have gone with C also

imo "Factors" is in a prepositional pharse so cant be the subject.

I would be eager to know the reason behind B

my two cents..

"that" is used as a relative pronoun, thus it will refer to the noun preceding it. " factors"- which means A and C are out.

choosing from B,D and E

1) An action is being compared so chuck "like" - this leaves us with only B

2) D is out because the comparison is made with " earlier in the decade"
