OA is D but isn't D ambigous ?It suggests tax breaks prevent businesses from moving vital economic development tools.
Supporters consider tax breaks that local governments award businesses each year to prevent them from moving vital economic development tools

i chose between B and D, and chose B, because of the change in meaning in D,

something tells me OA is wrong

hey niraj_a,

Whenever u see to be in the answer choice try to AVOID that answer choice...according to gmat rule

so answer choice is D

@niraj, Here in the question, the word consider is used to mean 'regard as'....

replacing the same in the sentence, we get.... regard as.....to be, does this look incorrect to you? im sure it does.

As a rule, just remember the usage when consider means regarded as/ regard as

what is "them" referring to in each of the answer options.
